Downtown Winchester Facade Improvement Grant Applications Open

WINCHESTER, Tenn. — Applications are now being accepted for the Downtown Winchester Facade Improvement Grant, a program designed to enhance the appearance of commercial buildings and support continued economic growth in the city’s downtown district.
The grant, administered through the Winchester Downtown Program (WDPC), is open to commercial property owners and tenants whose buildings are located within the WDPC boundaries and feature a commercial first-floor use. The initiative encourages visible exterior improvements that contribute to downtown revitalization, including awnings, paint, window restoration, masonry work, lighting, doors, and signage.
Eligible projects must be approved in advance by the Design Review Committee (DRC) and must comply with all local codes and quality standards. Applicants are required to submit a detailed project scope, budget, timeline, and supporting photos or design plans as part of a complete application. Attendance at the DRC meeting where the grant request is reviewed is also required.
The program operates on a reimbursement basis. Applicants are responsible for paying project costs upfront and may receive up to 50 percent reimbursement upon completion and submission of proper documentation. The maximum grant match is $5,000 for eligible buildings, or up to $10,000 for corner lots on designated streets.
All approved work must begin within 90 days of grant approval and be completed by Oct. 30, 2026, unless delayed by extraordinary circumstances. Improvements funded through the program must remain with the building for their intended lifespan. A clawback provision applies if awnings or signage are removed within five years of installation.
Program officials say the grant is intended to preserve Winchester’s historic character while supporting small businesses and fostering a vibrant, economically strong downtown.
