Cowan Seeks Bids for City Hall and Sewer Department Roof Projects

COWAN, Tenn. — The City of Cowan is inviting contractors to submit sealed bids for upcoming roof replacement projects at Cowan City Hall and the Cowan Sewer Department, according to an advertisement released by Mayor Richard Hunt.

The projects involve roof work at Cowan City Hall, located at 301 Cumberland Street East, and the Cowan Sewer Department, located at 300 Looney Street. Sealed bids will be received until 2 p.m. Friday, January 30, 2026, at which time bids will be publicly opened and read aloud.

City officials are requesting two separate bids for Cowan City Hall. One bid should include the installation of a new rubber roof to replace the existing roofing system. The second bid should outline the cost to convert the roof to a pitched structure covered with metal roofing. Contractors are encouraged to provide clear cost comparisons for both options.

For the Cowan Sewer Department building, bidders are asked to submit a quote for roof replacement. If an alternative roofing solution is recommended in place of the current system, contractors should include detailed pricing for that option as well. Officials have requested that bidders also combine pricing for both facilities and provide any other suggested combinations or solutions they believe may benefit the city.

All bids must include the total cost of materials, labor, and any associated expenses. Submissions should be clearly marked and placed in a sealed envelope. Bids may be mailed to P.O. Box 338, Cowan, TN 37318, or hand-delivered to 301 Cumberland Street East, Cowan, TN 37318.

City officials note that no bids may be withdrawn within 60 days of the official opening date.
