NO TAX INCREASE FOR FC RESIDENTS: County Commission Approves Budget

The Franklin County Commission approved the 2026 fiscal year budget last Monday, delivering welcome news to residents: the spending plan includes no property tax increase.

              The Franklin County Commission approved general appropriations totaling $28.21 million for county operations and $57.6 million for the School District, bringing the overall 2026 fiscal year budget to $85.81 million.

              “What we concentrate on is what the direct impact to the property tax rate is.”, stated Franklin County Mayor Chris Guess.  “Which is the $28 million number amount, not the total budget amount.  If we get a grant, it has to run through our budget.  That’s how they keep up with it.  But it’s not money that directly impacts the taxpayer.”

               Franklin County’s common property tax rate stands at 1.99 percent, though some residents qualify for reductions based on factors such as age, military service or the location of their home. Rates can also vary between municipalities depending on the level of services provided, with cities offering services like trash collection or law enforcement typically applying a reduced county tax rate.

Careful consideration is also taken when considering the contributions that are given to the school system due to maintenance of effort.

              “That’s why these commissioners are so careful about giving the school any more money.”, stated Guess.  “Because it reflects the maintenance of effort.  The maintenance of effort states that if we gave them $20 million dollars last year, we have to give them $20 million dollars this year.”  

Local officials emphasized that the 2026 fiscal plan comes with significant relief for residents—there will be no increase in property taxes. By prioritizing responsible financial planning, tapping into available fund balances, and tireless efforts being put into applying for and winning grant funds, the county has managed to invest in its workforce and vital community services without placing additional strain on taxpayers. This balanced approach reflects a strong commitment to both fiscal responsibility and the well-being of Franklin County’s residents.
